Claiborn Avenue Alliance Design Studio (CAADS) originated this community-led research project and is responsible for all community
and student projects. CAADS is tasked with presenting a plan to address the adverse
impacts the Claiborne Expressway has had on the historically and culturally significant
neighborhoods of Treme and 7th Ward. This project calls for developing community consensus
around the redevelopment of the Claiborne Corridor.
Urban3 provided data analysis and modeling to visualize the economic impacts the Expressway
has had on the Corridor, with respect to loss of housing, businesses, and diminished
property values. They also assessed the impact that taking down the Expressway would
have on the neighborhood’s tax base, and property and land value. Urban3’s analysis
re-imagined Claiborne Avenue's streetscapes and the value growth of properties along
the corridor without the highway. The analysis informs future redevelopment in the
case of downsizing or removal of the elevated expressway to encourage restoration,
vibrancy and wealth building.”
“Smart Mobility was contracted to analyze traffic changes resulting from downsizing the Claiborne
Expressway and an alternative for its complete removal. To evaluate these roadway
alternatives accurately, the regional transportation model maintained by the New Orleans
Regional Planning Commission (NORPC) was updated to better match current traffic data
and to account for reduced travel that would result from downsizing.”
“A Community Voice (ACV) has been instrumental in recruiting residents for an LSUHSC study to evaluate the
impact of traffic-associated air pollutants on health.”

“Saint Hilaire Approximately has taken >1000 photos to document life, physical conditions and exposure pathways in the Corridor. The
intent is three-fold: to provide residents and property owners with a true picture
of life near the highway; to elucidate ways in which the community is exposed to traffic
pollution; and to motivate decision-makers to visualize a path forward as the community
works toward a plan for redress.”
Collective Form
“Collective Form has developed a project website, which includes 3D modeling and the
ability to accept community feedback through the uploading of comments, drawings,
and other types of images to support community engagement efforts. It also features
places of interest that can foster community engagement, intergenerational learning
and cultural preservation.”
