Bio | Peggy A. Honoré, DHA is the AmeriHealth Caritas – General Russel Honoré Endowed Professor at Louisiana State University (LSU) Health Sciences Center School of Public Health, Department of Health Policy and Systems Management, and School of Medicine, Department of Medicine. She is acknowledged as a prominent administrator, researcher, and educator with a unique proven track record of accomplishments in private industry, healthcare, and higher education. She is known as a leading national authority on financing of the public health system given her pioneering work in this area over the past 20 years. Dr. Honore’s research and teaching areas include health policy, quality, workforce, and finance. At LSU she created and directs a Health Policy Fellowship Program that provides LSU medical students the opportunity to participate in a summer on-site fellowship in Congress and other Washington D.C. based organizations. Dr. Honoré also directs the Population Health Management Rotation Program for LSU medical students and Residents who do a 4-week rotation at AmeriHealth Caritas Louisiana, a Medicaid managed care organization. Dr. Honoré currently serves as an invited expert to the World Health Organization (WHO) European Region on financing of public health systems. She is a member of the WHO Coalition of Partners for Strengthening Public Health Capacities and Services in Europe. Consultancies in 2016 and 2017 include missions to Ukraine, Denmark, and Greece. Accomplishments in public health finance that attracted WHO to her work include development of the Public Health Uniform National Data System (PHUND$) that is the only mechanism in the U.S. for the collection, reporting, and analysis of local public health agency financial data, developer and curator of the Public Health Finance and Management website that provides knowledge to improve and sustain the public health system, and over 20 publications (book chapters, peer reviewed journal articles) including guest editing 2 special journal issues on public health finance topics. In 2005, Dr. Honoré established the Public Health Finance Roundtable as an adjunct meeting of the American Public Health Association (APHA) Annual Meeting and has continued to host the event over the past 13 years. She also convened the first and only national conference on public health finance in 2007 as an adjunct meeting of the AcademyHealth Annual Research Meeting. Prior to returning fulltime to LSU in June 2015 she served for 8 years as the Director of the Public Health System, Finance and Quality Program in the Office of the Assistant Secretary for Health at the Department of Health and Human Services (HHS). In that role she led HHS-wide efforts to develop national concepts and conducted research on quality in the public health system. Her research at HHS included examinations for the integration of health care and public health quality to achieve greater population health improvements, examinations to quantify disparities in healthcare-acquired infections, dialogue with IRS and related analysis on alignments between guidelines for community benefit and community building activities, and undergraduate (Community College) public health education with emphasis on the emerging role of health navigation. Related to her work on health navigator education, she served as a task force member to the Arnhold Institute for Global Health at the Icahn School of Medicine at Mount Sinai and the Office of the U.N. Special Envoy for Health in Agenda 2030 that developed the 2016 report to set guidelines and principles related to community health workers/health navigators. Closing the Gap Major achievements within her portfolio at HHS include development of the HHS Consensus Statement on Quality in the Public Health System with participation from Directors of every HHS agency, the report Priority Areas for Improvement of Quality in Public Health, public health quality assessment tools used in clinical and public health settings, and materials for academic coursework in public health finance, quality, and health navigation. Dr. Honoré served from 2012-2015 as a member of the Institute of Medicine’s Roundtable on Population Health and for two years (2013-2015) on the ASPPH’s Framing the Future: The Second 100 Years of Education for Public Health Task Force. She also served on the Leadership Team and Community Improvement HUB for the Institute for Healthcare Improvement (IHI) 100 Million Healthier Lives initiative. Book chapters authored by Dr. Honoré include topics on health policy, public health quality, and public health finance. She has authored 40 peer reviewed publications in addition to several government reports. She serves on the editorial board of the Journal of Public Health Management and Practice and on the Agency for Healthcare Research and Quality (AHRQ) National Guideline Clearinghouse and National Quality Measures Clearinghouse editorial boards. She also serves on the Advisory Committee for the Diabetes Self-Management Education and Support Program at the University of North Carolina Chapel Hill. Dr. Honoré holds adjunct titles at Tulane University and the Medical University of South Carolina. She was honored with two Teacher of the Year Awards from the University of Southern Mississippi and University of Texas-Tyler. She was also selected as a member of Delta Omega Society for her outstanding accomplishments to the field of public health. In 2014 she received both the American Public Health Association Award for Excellence in Health Administration and the National Medical Association Award for Health Systems Improvements to create standards of health policy, advocacy, and health equity. |
