Program Evaluation of the Louisiana Breast and Cervical Health Program (LBCHP) Speaker: Jennifer Hayden, MS The National Breast and Cervical Cancer Early Detection Program (NBCCEDP) was established by the U.S. Congress in 1990. Under the management of the Centers for Disease Control and Prevention (CDC), the NBCCEDP provides timely early detection services to underserved women in the U.S. and designated territories. Louisiana's program (known as the Louisiana Breast and Cervical Health Program (LBCHP)) commenced at the LSUHSC School of Public Health in 2002. LBCHP provides low-income, un/under insured Louisianan women with breast and cervical cancer screening and diagnostic services though 10 health care providers. Data is locally collected and submitted to the central office in New Orleans where it is entered, cleaned, and maintained for biannual reporting to the CDC. LBCHP’s success and continued funding is contingent upon its ability to meet specified targets in key program outcome indicators. Existing indicators and new program evaluation outcomes examining factors associated with rescreening and program effectiveness in reducing breast cancer stage will be discussed.
