Biography:

Dr. Sun joined Louisiana Health Care Review, Inc. (LHCR) in 1999 as the Chief Medical Director. He has provided the clinical leadership for Medicare’s Quality Improvement Organization (QIO) program with the providers throughout the state of Louisiana. He has drawn upon his clinical and administrative experience, along with his business background, and has successfully implemented system-wide disease management to ensure patient safety and health quality improvement with physicians and providers throughout the state. Dr. Sun comes to LHCR from Ochsner Health Care System in New Orleans where he practiced Internal Medicine and served as the Assistant Chairman for the department. He served as the Assistant Medical Director for Ochsner Health Plan, and as Clinical Committee Leader for Ochsner Foundation Hospital. Dr. Sun continues to be clinically active, and has academic appointments with both Tulane and LSUHSC School of Public Health and School of Medicine. He is a fellow of the American College of Physicians. Dr. Sun earned his B.A. and M.D. degrees from the University of Missouri-Kansas City where he was a Curator Scholar. He completed his residency of Internal Medicine at Ochsner Medical Foundation, where he later served as the Chief Medical Resident and administrative fellow to the CEO of Ochsner system. Dr. Sun earned his MBA from the University of New Orleans and was a fellow of its Health Care Executive College Program. He was also a graduate of the Advanced Training Program at the IHC Institute for Health Care Delivery Research. Dr. Sun has served on various state organization boards, such as Louisiana Association of Health Plans, the Louisiana State Medical Society, and recently on the Louisiana Health Care Quality Forum. Nationally, he is on the Board of Directors and Medical Affairs Officer for the American Health Quality Association. He actively leads Louisiana eHealth Initiative and promotes the development of local health information infrastructure by using health IT to advance quality. He serves as Chief Medical Information Officer for various local initiatives. Dr. Sun was recently appointed by Governor to represent Louisiana on Southern Governors Association’s Gulf Coast Health IT Task Force after Hurricane Disaster. Viewed as a leader in health IT and quality, he is also a member of the Louisiana Health Care Redesign Collaborative in post-hurricane redesign of healthcare delivery system. Dr. Sun is an active member Steering Committee of the Louisiana Health Information Exchange, a project funded by HHS Office of National Coordinator for Health IT to build a Gulf Coast Digital Health Record. He also has served the Chief Medical Information Officer for Louisiana Rural Health Information Technology Partnership, funded by AHRQ Transforming Healthcare Quality through IT (THQIT) Implementation Grant.
